Notice of Request for Proposals (RFP)
The Gaston County Workforce Development Board is requesting proposals for the delivery of One-Stop Operator services through the Workforce Innovation and Opportunity Act (WIOA) program during October 2019 through June 2020. Proposals must be in compliance with the Workforce Innovation and Opportunity Act (WIOA) which can be found at https://www.doleta.gov/wioa/eta_default.cfm
in addition to any applicable program changes relating to WIOA (formerly known as WIA) for fiscal year 2019-2020.
Proposals for the One-Stop Operator services will be accepted from public, private for-profit, private non-profit agencies, labor groups and governmental entities, which have the ability to receive, disburse, and account for funds in accordance with generally accepted accounting practices; are licensed or otherwise authorized to do business in the State of North Carolina; demonstrate the ability to provide the program services as specified in the RFP; are not debarred or suspended for participation in state or county contracts, fidelity bonded; and demonstrate the ability to comply with WIOA requirements.
Proposals must be submitted in accordance with specifications and requirements contained in the RFP package. Proposal packages may be requested by email from Angela C. Karchmer, WDB Director, at angela.karchmer@gastongov.com
or by mail at Angela C. Karchmer, 330 Dr. Martin Luther King Jr Way, Gastonia NC 28052. The deadline for submission for RFP packages is Friday, August 9th 2019 at 5pm. Proposals shall be valid for 90 days and shall be evaluated based on the criteria outlined in the RFP. The County reserves the right to reject any and all proposals. Final project funding will be contingent upon Gaston County WIOA funding for fiscal year 2019-2020, approval by the Gaston County Workforce Development Board, and Gaston County Board of Commissioners approval of the WIOA 2019-2020 fiscal budget.
